You need 10 posts minimum, and then yes, you can give it to anyone. You can only do it once every 24 hrs., and you do it clicking on the rep icon for the user in question. The one that say REP is positive, and then obviously the -REP means negative. Of course you can't give to yourself, so you don't see the icons under your name. |
